Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Political Considerations
It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from assuming that the status quo will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
